Risk transfers can be material to an organization's bottom line. Making reliable estimates is challenging-- the calculation can be confusing, its pieces are full of uncertainty, and the estimate must occur well before the Centers for Medicare and Medicaid Services releases the results the following summer. This paper aims to provide insights and options for estimating key Affordable Care Act risk adjustment factors and increasing the level of confidence in the projection process.
