Steve is a principal and consulting actuary in the Hartford, Connecticut, office of Milliman.
Steve has significant experience in consulting for pharmacy benefit managers (PBMs), Medicare Part D prescription drug plan (PDP) sponsors, insurers, and plan sponsors. His work includes Part D bid development and filing, financial performance monitoring, and projections and financial operations including formulary analysis and decision making. Prior to joining Milliman, Steve worked at Cigna Healthcare and The Travelers Managed Care and Employee Benefits Organization. While at Cigna, he served as the business financial officer for the managed care book of business, covering more than 6 million members. In addition, Steve was Cigna Healthcare's pharmacy pricing actuary and its first product development actuary. He provided the financial and actuarial support needed to develop a number of new and innovative healthcare products.
Steve gained his experience through a variety of assignments in pricing, product development, and underwriting roles. He is a recognized pharmacy benefit expert and speaks regularly on the topic at Society of Actuaries meetings and other national conferences. He has been involved with Medicare Part D since its inception and has extensive experience with retiree products. He served on the American Academy of Actuaries task force for actuarial equivalency for Part D. Steve is also an associate editor of Group Insurance, an industry textbook that is a staple in the Society of Actuaries' syllabus.
