Experience
Courtney works with start-up and existing risk-taking entities, including health maintenance organizations, health insurance carriers, accountable care organizations, provider organizations, and self-insured employers. He assists his clients in developing and evaluating strategies in the commercial, Medicare, and Medicaid markets.
He has significant experience and proficiency in providing the following services in a cost-effective manner:
- Evaluation of blocks of business for mergers and acquisitions
- Financial reporting, including the 3Rs
- ACA individual and small-group product development, pricing, and regulatory filings
- Large-group rating and underwriting
- Self-insured employer premium equivalent development
- Medicare Advantage feasibility studies and bids, including PDP
- Risk score optimization
- Provider reimbursement benchmarking
- Evaluation of provider risk sharing arrangements
Courtney has made numerous presentations and written articles and papers on the ACA, CO-OPs, risk adjustment, and other emerging healthcare issues.
Courtney was previously an actuarial consultant with a national accounting firm. Prior to that position, he worked for the Florida Department of Insurance.
