Scott C. Kurban
Scott Kurban is a principal and consulting actuary with the Denver office of Milliman. He joined the firm in 1997.
Experience
Scott has extensive experience in the property and casualty insurance industries, working on projects across the United States, Latin America, and Europe. His client types include primary and reinsurance companies, state funds, governmental entities, self-insured groups and pools, and individual self-insured employers.
Scott’s work experience includes:
- Reserve evaluations and variability analysis
- Providing actuarial opinions filed with the NAIC and state insurance departments
- Support for captive insurance company actuarial opinions filed with the Bermuda Monetary Authority and the VCIA
- Reserving, funding, and self-insured retention analyses for governmental entities, self-insured entities, and captive insurance companies
- Appraisals and due diligence related to mergers and acquisitions
- Ratemaking for personal and commercial lines
- Financial projections for rate and dividend scenario testing
- Preparing state rate filings and seeking regulatory approval
- Reinsurance analyses
- Expert testimony support
Prior to Milliman, Scott worked for CNA Insurance Companies, where he was responsible for the ratemaking of all commercial coverages, including professional liability, general liability, workers’ compensation, and property insurance for the dental, optometric, and other medical lines of business for all states.
Scott has presented actuarial topics, including reserving and ratemaking, at client companies and industry meetings in the United States, Brazil, Colombia, and Peru.
He was a contributing author of the International Actuarial Association’s book "Stochastic Modeling: Theory and reality from an actuarial perspective."
Scott co-authored the following article published through Milliman Insight: "Usage-based insurance: Big data, machine learning, and putting telematics to work."
