Jeremy Hoffman
Jeremy Hoffman is a consultant with the Indianapolis office of Milliman. He joined the firm in 2019.
Jeremy brings nearly a decade of experience in government-sponsored healthcare programs and public policy. He specializes in helping states to conceptualize and build Medicaid programs, drafting and meeting statutory or regulatory requirements, and assisting in developing new program design efforts and implementations to assure successful operation. He is well versed in State Plan and Medicaid waivers, including developing and drafting necessary internal regulations.
Jeremy has in-depth policy experience in mental health, childcare, aging, and TANF. Jeremy has helped develop and implement key policies around forensic treatment initiatives, state-run health facilities, credential verification organizations, LTSS reform, and TANF eligibility.
He also has experience developing and evaluating Medicaid eligibility criteria, coverage expansions, demonstration waivers, and social determinants of health. Jeremy also has experience developing and scoring RFPs.
Experience
Prior to joining Milliman, Jeremy worked with the Indiana Family and Social Services Administration (FSSA) as a Medicaid Advisory Attorney and Deputy Legislative Director. He worked closely with the Medicaid Director and Secretary of FSSA to design eligibility criteria for multiple programs, draft and implement state regulations for Medicaid members, and advocate on behalf of the agency for legislative matters in front of the Indiana General Assembly.
Prior to those roles, Jeremy spent time working for the Indiana State Senate, focused on Medicaid and healthcare law with the Senate Committee for Health and Provider Services.
