Policy considerations for designing hospital payment systems for Medicaid programs

In December 2023, approximately 85 million individuals – about one quarter of the U.S. population – were enrolled in Medicaid programs nationwide. In this paper, we present findings from analysis of care provided to Medicaid patients by hospitals in the United States, as well as analysis of the demographics of Medicaid patients who receive inpatient hospital care, the services they receive, and the outcomes of their care. The main sections of the report include: 

  • An overview of primary data sources
  • An overview of Medicaid utilization and payment cost coverage nationally  
  • A detailed profile of inpatient hospital services for Medicaid patients
