Evaluating the financial cost of the asymmetry in the MSSP risk score growth cap

Accountable care organizations (ACOs) serving regions with increasing morbidity face greater challenges under the current financial benchmark methodology that uses a total cost of care financial benchmark. Milliman evaluated the financial impact of three alternative financial benchmark adjustment methodologies. These methodologies aim to mitigate the adverse consequence to ACOs participating in regions with increasing CMS-Hierarchical Condition Categories risk scores.
