ByEsther Blount, and Andrew Bourg
5 April 2017
Consumers in the individual and small group health insurance markets want to understand the future of their health insurance. This paper discusses the steps the Patient Protection and Affordable Care Act (ACA) took to promote consumer knowledge in the individual market surrounding health insurance and the pros and cons of removing such initiatives. It also discusses the impact that can be expected on consumer transparency by the proposed changes from the Department of Health and Human Services in the market stabilization rule and the March 6, 2017, version of the American Health Care Act (AHCA).
