David M. Liner
David Liner is a principal and consulting actuary with the Hartford office of Milliman. He joined the firm in 2008.
Experience
Dave advises a wide spectrum of clients across the U.S. healthcare sector. He specializes in Medicare Part D and pharmacy benefit management. Dave's clients include commercial health insurers, pharmacy benefit managers, and Medicare Part D plan sponsors.
Since the passage of the Affordable Care Act in 2010, Dave has provided strategic and actuarial consulting services to help many clients navigate a dynamic regulatory environment. He has helped new entities achieve business objectives ranging from initial formation to operational commencement. For established entities, Dave has evaluated the effect of emerging regulations and complex market forces on current and potential lines of business.
Dave has significant experience with insurance licensure filings, product development, and commercial rate filings. For Medicare Part D and pharmacy benefit management clients, he has performed formulary design analytics, financial projections, and individual Medicare Part D bid development.
