Current Responsibility

Sheri is a principal and consulting actuary and co-manages the Property and Casualty practice in Milliman’s San Francisco office. She joined the firm in 2009. Sheri’s practice focuses on applying emerging technology and advanced analytics to develop innovative insurance products for traditional and start-up insurers.


Sheri’s areas of expertise include:

  • Helping develop new insurance programs by providing expert guidance on rating, underwriting, policy administration, and marketing strategies
  • Redesigning and automating existing insurance programs and processes, with a focus on efficiency and profitability
  • Architecting data collection marts to support end-to-end analysis for sales, underwriting, reserving, pricing, and predictive modeling
  • Introducing predictive modeling, tiering, scoring, external data, new rating variables, and other advanced ratemaking techniques
  • Using smart phone telematics and other emerging technology to segment data and create scores for use in in insurance marketing, rating, and underwriting
  • Identifying drivers of low profitability within books of business, developing new models, and leading their efficient implementation to quickly improve underwriting tools, rating granularity, and overall profitability
  • Applying advanced rating, underwriting, and reserving techniques required for catastrophe (earthquake, wildfire, hurricane, flood, etc.) and non-traditional (lender placed insurance, warranty products, etc.) coverage
  • Preparing commercial and personal lines rate filings to facilitate efficient regulatory reviews
  • Providing reserving guidance for personal and commercial lines

Sheri has helped several insurance companies launch new products across the United States and other countries. Sheri has also helped amend existing products and processes to improve insurance profitability. In developing and restructuring rates and class plans, Sheri has experience building and applying generalized linear and non-linear models, using consumer credit information and other external data, creating by-peril and territorial algorithms, and introducing emerging techniques.

Prior to joining Milliman, Sheri was SVP of Balboa Insurance Group and a consultant at Aon Risk Services in New York City. Before becoming an actuary, Sheri was a risk and underwriting manager. Twenty-five years of experience working in and for the insurance industry have given her a deep understanding of insurance company operations.


Sheri regularly presents to boards of directors, insurance company executives, regulators, and at professional seminars on the topics of ratemaking, predictive modeling, millennial and shared economy insurance, and vehicle and home automation. Sheri has also prepared written and oral testimony for hearings and expert witness work.
